I am currently employed at the Dept of Homeland Security (DHS) as an Emergency Manager for the Federal Emergency Management Agency (FEMA).

I also as you will see was with the United States Civil Defense Assoc. for many years. During that time I was an Emergency Manager of every type of disaster incidents around the world. I’m a member in good standing with the  International Association of Emergency Managers (IAEM) and InfraGard


I have extensive background in many aspects of Emergency Management.. My deep experience includes: Preparedness, Protection, Response, Recovery, planning, Training and Mitigation. I have a certification and hold the OSHA EM 385-1-1 certification  OSHA 500, plus first aid & CPR certified, through the University Of San Diego.  I have experience in recovery after an incident  debris. clean up and rebuild along with reducing employer and subcontractor accident related costs leading to a potential decline in productivity. Future workplace inspections, accident Investigations, training and coaching in accordance with City, County and Federal regulations, worker compensation hearing representative, combined with years of Union negotiation experience would be a great fit for a forward thinking City, County, corporation or private organization..

Mr. Webster has held the following positions during varies emergency disaster safety operations over the years.
 Command : He set the incident objectives, strategies, and priorities and had overall responsibility for the incident.
Operations: He conducted operations to reach the incident objectives, established  tactics and directed all operational resources.
Planning: He supported the incident action planning process by tracking resources, collecting/analyzing information, and maintaining documentation.
Must have minimum OSHA 500, plus first aid & CPR certified

Mr. Webster has completed his 40 hour OSHA EM 385-1-1 certification through the University Of San Diego.  Mr. Webster holds a current OSHA acknowledgement card that proves he has successfully completed a 30 hour Occupational Safety and Health Training Course in Construction Safety and Health. # 34-600933991. The above certifications meet U.S. Army Corps of Engineers, OSHA and other Federal and State specifications.
I was formerly with the United States Civil defense Assoc. (USCDA) from 1996 to 2015. I acted as an emergency manager for USCDA. I was the Emergency Manager for the USCDA and in later years supervised on site health and safety officer safety at disasters. I was in charge of mitigation of life threatening emergencies including search and rescue, disasters, major relief efforts, oversaw reconstruction and clean up after disasters. With billions in damages from disasters and billions was the cost for recovery, including clean-up and reconstruction. I participated directly or indirectly in disaster, safety, relief and humanitarian aid around the world. I have participated directly in disaster relief around the world sense 1985, first as a volunteer Emergency manager than as an official Emergency Manager and as an On Site Health and Safety officer with USCDA...
Mr. Webster was in charge of managing all workers on site and as On Site Safety and Health Officer (SSHO), and previously served as “Qualified Person’s” and “Competent Person” he has experience with working in the specialized fields within the construction industry for several years.

Mr. Webster was a  “Safety Officer Consultant” From 1978 to 1995, Consulting companies on job safety issues, during that period  trained American Indian workers who where to work on the construction and operation of the $395 Million Mescalero Apache Casino the  “Inn of the Mountain Gods”  aimed at helping to improve the living and working conditions and the lives of American Indians on reservations, Mr. Webster also trained the Mescalero Apache Indians on Community Emergency Response Team (CERT in the state of New Mexico. Under the direction of Wendell Chino Chief of the Mescalero Apache Indians of New Mexico.
Mr. Webster was the “Safety and health Officer” as consultant for the pre design and operation of the Alaska Pipeline project. From 1975 to 1977 through the Teamsters Union and the Alyeska Pipeline Service Company. Mr. Webster, supervised during the design and pre construction of the first pipe of the Trans Alaska Pipeline System. Actual construction began March 27, 1975 and was completed May 31, 1977.The over all cost to build: was $10 billion. At the time It was the largest privately funded man made construction project of all time. Mr. Webster established and performed the following duties. Personally or through subordinates, field staff, and sub-contractors. Monitored proposed workplace activities to ensure that workers would comply with all current and future company policies and government safety regulations during the project life. Collaborated on proposed policy development, safety inspections, safety training and compliance with the federal Occupational Safety & Health Administration, Negotiated contracts with trade unions pertaining to trade contracts with sub-contractors.
Mr. Webster as a young man was a "Ship & Dock Safety Stewart" oversaw safety issues as dispatched through Longshoremen’s Local 13 as an extra from 1973 to 1975 at The Pacific Maritime Association PMA, at one of the largest harbor operations in the world handling tens of thousands of tons of fright annually. PMA represents cargo carriers, terminal operators and stevedoring companies, both in the Los Angeles harbor and docks at the water fronts of San Pedro, Wilmington and Long Beach California.
